Submissions must be postmarked by November 15th, 2008, and late submissions will not be considered and screeners cannot be returned.
1.Japanese Premieres Only:
Your film must not screen in Japan on any media, either commercially or in a festival or otherwise, before the festival in 2009.
If your film is selected, you must agree to withhold it from exploitation on all media in Japan until after the festival. Films that have screened on the internet still will be considered Japanese Premieres, unless they have appeared on a Japanese-language site or a site based in Japan.
(*NOTE: We don’t require Japanese Premier for the “STOP! Global Warming Competition”.)
2.Genre:
All genres of shorts are accepted, except Music Video Clips
3.Nationality:
All. Submissions will be considered in four categories:Japan, Asia International, International and STOP! Global Warming. Eligibility for each category will be determined by the festival based on the following criteria: Director’s nationality, film location, language of the film, nationality of casts’ and source of funding.
*Asian countries are defined as:

(Please note, however, that submissions must be sent on DVD and, if selected, filmmakers are required to provide an NTSC Digi-Betacam, NTSC Betacam SP or DV-Cam.)
5.Running Time:
25 minutes and under. No exceptions. Running time includes closing credits.
6.Produced Since:
January 2007 for all competitions excepted for ? STOP ! Global Warming competition ? which doesn’t require any production deadline.
(We will determine the production date of your film based on the copyright year listed in the closing credits.)
7.English subtitles:
required for submissions with language other than English or Japanese .
The Festival presents awards in four categories: Japan, Asia International, International and STOP!Global Warming.
The Grand Prix is selected from the three Best Short Award-winners of Japan, Asia International and International competitions.
The winner of the Grand Prix will qualify for consideration in the Short Films Category of the Annual Academy Awards®

NOTIFICATION
Selected films will be announced in February 2009.At that time, all filmmakers will be notified via e-mail as to whether their films have been accepted.
FILMMAKERS & GUESTS
The Festival Committee selects at least one filmmaker from each program of films with an effort to represent as diverse a group of filmmakers as possible. Invited filmmakers will be notified in late March 2009. The Festival Committee encourages any filmmaker who can make the trip to join us in Tokyo. Filmmakers may also want to contact cultural and government agencies in their home countries which might be able to provide them with sponsorship for travel. All filmmakers in attendance are invited to participate in festival events.
FESTIVAL TOUR
Japanese tour cities will be announced in Spring 2009 and are subject to change. All selected films will screen in Tokyo, but programs in other tour cities may vary.
As our festival continues to grow, we are working to expand the tour beyond Japan. Not all selected films will screen at all locations, and filmmakers will be notified via email if their films will screen outside Japan.
